The Emergency Shelter Grant Program (ESG)
provides assistance to units of local government or nonprofit organizations
to improve the quality of existing emergency shelters, to help meet
the costs of operating emergency shelters and of providing certain
essential social services to homeless individuals, so that these
persons have access not only to safe and sanitary shelter, but also
to the supportive services and other kinds of assistance they need
to improve their situations. The program is also intended to restrict
the increase of homelessness through the funding of preventative
programs and activities.
Organizations wishing to apply for ESG funding
must serve homeless individuals and must have the support of the
local jurisdiction evidenced by a letter of support for the specific
project. ESG funding may be used for renovation, major rehabilitation,
conversion, essential services, operating expenses, prevention activities,
or administrative costs. Recipients will be required to provide
matching resources and monthly service reports.
The Emergency Shelter Grant Program is funded
by the Department of Housing and Urban Development and is awarded
to sub-recipients annually through a competitive request for proposal
process. The program is not available within the City of Albuquerque.
