The
EnergySmart
Program provides
limited assistance to low income homeowners to improve the energy efficiency
of their homes thus reducing their utility costs. To be eligible homeowners
must have incomes relative to family size at or below 150% of federal
poverty guidelines, but due to the scarcity of resources, priority is
given to the lowest income households.
EnergySmart
may be used for the following:
Air leakage reduction including:
repair or replacement of broken glass,
thresholds, and weather-stripping,
sealing/caulking cracks,
installation of door sweeps,
exterior doors,
fireplace dampers,
water heater insulation blankets,
thermostat controls,
incidental repairs including lumber to frame or repair windows
and doors,
roofing materials to patch or repair leaks,
protective materials (paint), or repair materials,
ceiling, wall and floor insulation.
Electric base load measures including:
compact florescent light bulbs, and
new refrigerators.
Health and Safety including:
stove pipe repair/replacement,
smoke and carbon monoxide detectors,
space heaters,
furnace repair/replacement,
moisture related problems.
Any home can eligible, whether owned or rented, single
family or multi-family.
The amount of assistance can not exceed an average
of $2,885 per household.
The
EnergySmart
Program is funded by
the Department of Energy, LIHEAP, as well as allocations from the state
general fund. There is also funding from utility providers such as PNM.
The
EnergySmart
awards funds to Community Action Agencies or nonprofit organizations,
through a competitive request for proposals process based on their experience
and capacity to perform the required repairs.
